At an event commemorating the 37th anniversary of Katsina State, held at Katsina Motel, Professor Sani Abubakar Lugga, the fifth Wazirin Katsina, made an urgent call for security reforms in Nigeria. The event, organized by the Nigerian Union of Journalists (NUJ) Katsina chapter, also paid tribute to the late Dr. Yusuf Bala Usman through various presentations.

In his speech, Professor Lugga reflected on the historical approach to security under the Islamic Caliphates, starting from the time of Prophet Muhammad (SAW) through to the Sokoto Caliphate and other Islamic regimes. He emphasized that historically, leaders were responsible for ensuring the security of their people, warning that when citizens are left to defend themselves, insecurity tends to escalate.

Lugga stressed that insecurity has become a significant challenge for Nigeria, particularly in Katsina State. He remarked, "Our governments are grappling with security issues across all states of Nigeria. Some governments have even called on citizens to arm themselves for self-defense." He reiterated that from the time of the Islamic Caliphates until today, security has always been a governmental responsibility, and citizens should not be left to fend for themselves.

The Wazirin Katsina urged the Governor of Katsina State, Malam Dikko Umar Radda, along with the governors of the 36 other states, to meet with the President and remind him that security is his responsibility as the Commander-in-Chief of the Armed Forces. He argued that if the President and his commanders fail to address the security crisis, constitutional reforms should be considered to allow state governments to establish their own police forces to protect their people.

"We cannot accept unarmed civilians defending themselves against assailants wielding AK-47s," Lugga cautioned, reinforcing that the responsibility for security rests with the government, not the people.

In conclusion, Professor Lugga expressed his disappointment over the seven years of insecurity plaguing Katsina State and called for immediate action to resolve the situation or replace leaders who have failed to secure the state.
